To Toronto Inc Introduction to Ontario’s Business Immigration Pathway OINP (Ontario Immigrant Nominee Program)

The OINP Entrepreneur Stream is a program run by the Ontario Immigrant Nominee Program (OINP) that allows individuals with business experience to immigrate to Ontario, Canada as entrepreneurs. To be eligible, applicants must have a net worth ranging between $400,000 CAD - $2,500,000 and make a minimum investment ranging between $200,000 CAD - $600,000 in a new or existing business in the province. The net worth and investment range vary depending on the location of the business in Ontario as Ontario classifies it into mainly Two divisions. Inside GTA (Greater Toronto Area) & Outside GTA.

The investment must be in the form of equity, and it is mandatory that the applicant must be actively involved in the day-to-day management of the business. The goal is to attract experienced entrepreneurs who can contribute to the growth and development of the Ontario economy.

The program also requires the applicant to create at least one to two permanent full-time jobs for Canadian citizens or permanent residents.

Submit an Expression of interest (EOl). lo Entrepreneur can nominate 1 business partner who needs to comply to all the criteria as well.

  • Investment: $200,000 to $600,000 (depends on location and sector) with 33.3% of equity per nominee.
  • Net worth: $400,000 to $800,000 (depends on location and sector) per nominee..
  • 2 years of work experience as business owner or senior manager in the last 5 years.
  • Prove CLB 4 before PR application.
  • Create 1-2 full-time jobs (depends on location and sector).
  • Active and ongoing management of business.
  • Live in ON for 75% of each year during the Performance Agreement period.
  • If purchasing an existing business, must make an exploratory visit within the last 12 months before submitting the EOl.
  • Interviews, business plan and Performance Agreement required.
  • Establish the business within 20 months (under a valid WP) to receive a PR nomination.

Entrepreneur Stream at a glance

The Entrepreneur Stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP). It is established under the Ontario Immigration Act, 2015 and its regulations. For your application to be approved you must follow the process and meet the criteria established under the regulations. This is only a summary; if there are any discrepancies between this webpage and the legislation, the legislation governs.

This stream is for entrepreneurs from outside Canada interested in starting a new business or buying an existing business in Ontario.

It gives an entrepreneur (and up to one foreign national business partner) the opportunity to be nominated for permanent residence once their business has been established in Ontario.

If you are nominated, the next step will be to apply to the federal government through Immigration, Refugees and Citizenship Canada (IRCC). They make the final decision on who becomes a permanent resident.

The Entrepreneur Stream application is a two-stage process. An overview of the process follows.
  • Stage 1
    • Register an expression of interest.
    • If invited, submit an online application.
    • You and your business partner (if applicable) attend a mandatory interview.
    • If your stage 1 application is successful, you must sign a performance agreement.

  • Stage 2
    • We issue a temporary work permit support letter so that you can apply to IRCC for a temporary work permit.
    • Establish your business - you have 20 months from the date you arrive in Ontario to implement your business plan and submit a final report.
    • If your business meets all requirements, we ask you for documentation to make sure you are eligible for nomination for permanent residence.
